IE 7 Home Page Not Reflecting Group Policy (dsforum2wiki)

If you are operating in a Windows Server 2003 environment and recently deployed Internet Exlporer 7, you may have run into issues updating the home page via Group Policy.

To solve this problem, perfrom the following steps:
  1.  Download the latest GPO adm file for Internet Explorer 7.0 from: http://www.microsoft.com/downloads/details.aspx?FamilyID=11ab3e81-6462-4fda-8ee5-fcb8264c44b1&displaylang=en.
  2. Run the downloaded .msi file. It will create a folder in C:\Program Files\Microsoft Group Policy with a single file in it: inetres.adm.
  3. Run the group policy editor on a desired GPO, right click USER CONFIGURATION>>Administrative templates, select Add/Remove Templates and replace the inetres template with the older one you just downloaded.
  4. Navigate to User configuration>>Administrative templates>>Windows Components>>Internet explorer and edit the following item: DISABLE CHANGING HOME PAGE SETTINGS. Select enable and you will be asked to provide home page URL.
To eliminate displaying the runonce page, see the following blog entry: Fix Internet Explorer RunOnce2.aspx Customize Your Settings Problem
