This issue may happen if Portable Device Enumerator Service is not set as Automatic. According to Microsoft-"This service enforces group policy for removable mass-storage devices. Enables applications such as Windows Media Player and Image Import Wizard to transfer and synchronize content using removable mass-storage devices." Here are step by step instructions on how to fix the problem. For Windows 7:-
1.In the Start Search box type in services.msc and press the Enter Key.
2.In the Services list scroll down to Portable Device Enumerator Service.
3.Double click on it to launch.
4.Make sure the Start up type is set to Automatic,if not change accordingly.
5.Click OK/Apply. For Windows 8 or,Windows 8.1 Preview Swipe in from the right edge of the screen, and then tap Search. (If you're using a mouse, point to the upper-right corner of the screen, and then click Search.) In the Search type in Services. Click on View local services to launch Services. Rest of the steps are identical to the steps as described under Windows 7.
