How do I add a user to my Azure reporting server with Report Reader ability?

I should be able to do this in report server Administrator. But the page pointed to by the link for report server administrator doesn't exist. And I do not see any option for creating a user in the admin portal.
So at this stage, without an application with embedded reports, is it even possible for a report viewer access in Azure Reporting CTP?
