MBAM Hardware and Recovery DB requires TDE on c

Customers have been experiencing some pain with installing the Hardware and Recovery DB. The Transparent Data Encryption feature of SQL Server 2008 must be enabled for the Hardware and Recovery DB to install successfully.  The documentation to date is missing this requirement.  While we're fixing that, we also wanted to point to guidance on enabling this feature.  The SQL team has provided a lovely video on the subject here: http://technet.microsoft.com/en-us/sqlserver/dd277680.aspx which walks through the process but also discusses some of its features and nuances.

    Also helpful when having problems with the Hardware & Recovery Database in MBAM (pane reads: "An error has occurred"):
